[Chapter-delegates] ISOC-NY discusses at-large membership of ICANN

Before you do what you state, you need resources, to have resources you 
need structures.

Who will pay for all of you are suggesting? The ICANN is only sponsoring 
representation, and this is not with a bunch of volunteers (with no 
money) that you will tackle these issues.

Beside, how many registrant go through the ALAC process at the moment? 
They prefer to complain to their governments or directly to ICANN. It is 
only when you have  problem that you join the process... or criticise 
without adding value.
