[Chapter-delegates] ISOC Chapters @ IGF 2007

Friend Raj,

thanks for opening up this very important issue. The Internet Governance 
Forum (IGF) in Rio, in November 2007, has a lot of reasons to attract 
chapters' attention.

I am among those who doubt that the IGF will do much good to the Internet 
in general, and worse so, to the "Internet for all" agenda. However, it 
can do much damage: first, by taking attention away from the access, 
freedom, and other development issues, and second, by opening doors to the 
assertion and legitimation of government authority in ways contrary to 
freedom of speech and of access to information. The form in which issues 
have become politicized is sneaky and potentially damaging too.

Chapter delegates would do an invaluable job if they looked at the 
proposed workshops (in http://www.intgovforum.org) and brought for 
discussion to this list what seems to be of most interest to each. Also 
if everyone pointed out what worskhop proposals they are already invited 
to or have worked with.

>From there, we could discuss a coordinated approach. One must keep in mind 
that at present the numerous proposals will not all be taken up in the 
IGF, and much work is being done to merge or otherwise reduce the number 
of proposals. ISOC as a whole is participating in this discussion 
intensively and we would all benefit from some chapters-HQ communication 
and coordination.

To leave with a concrete task: one of the most contentious points for the 
IGF is the inclusion of a "fifth track" on "critical Internet resources" 
which is meant to re-open the discussions of WSIS on the DNS, IP 
addressing system, etc. In turn many proponents of this track actually 
want to discuss the US's role in the coordination of these resources 
through ICANN. The underlying politics is in most cases not friendly to 
the Internet as a whole. Question for chapters, what do you consider to be 
"critical Internet resources"?
