[Chapter-delegates] APPLICATION for form ISOC Romania chapter - please review

ISOC Senegal support the application of "Asociatia Societatea Internet",
it's very important to encourage all the interest to join ISOC family, in
the diversity of langages and geographic representations.
One of the challenges of the IGF is diversity, so ISOC need to be a good
example of this issue.
