[Chapter-delegates] Please welcome ISOC Chapters

Lynn,

I've been late in joining this collective welcome and do so heartily.

As to "what we can do" I have an immediate suggestion, especially given 
the recent addition of chapters from countries who have in common the use 
of the French language besides, of course, much older local languages.

This would be to organize the development and publication of educational 
and outreach materials in French, in close cooperation with the 
Francophone chapters and their leaderships. The cooperation is needed to:

1. define what materials are needed and do not exist, or exist but are out 
of date;

2. translate those materials which already exist in other languages and 
are useful "as is" except for language;

3. create collectively a work program to write, review, and publish the 
materials that are found missing;

4. determine if there is a need for funding this effort, with funds from 
the chapters that have materials and funds; other agencies such as 
Francophonie, development-oriented agencies, etc.; and ISOC itself;

5. determine if some of the effort can be done collaboratively with such 
instances as the IETF, some of the RIRs/NRO, the organizers of the NTW and 
WALC, ICANN, and the companies and universities to which many of us 
belong.

To put a "who" into this list of "what", "when", "how", and "with what 
resources", does it seem feasible that ISOC Chapters Management in HQ 
convene a small force of willing people?

Count me in, by the way, and feel free to look at the resources (mostly in 
Spanish) my University in Mexico, and chapter members, develop.
