[Chapter-delegates] Preview on ISOC website developments

Some comments and ideas :
- I would like to support July; "Find a Chapter to Join" is better and
more explicit.
- I would suggest also the idea of suggesting to new member to join
chapter through a welcome page ( to be shown directly after finishing
joining ISOC ).
- As we are changing the ISOC website, why don't including new
Multilingual centent ( as made in the PIR website ). We translate only
static content, and I am volunteer for translating the static content to
Arabic. This may help a lot the outreach effort of ISOC.
- I joined tonight ISOC as global member twice : once with my real name
name, address, I changed only the email address. And once with the name
of "Fethi Ben Salah" and I used the email I used in the first time. And
I was accepted; that's mean that there is no control system on the data.
This is not normal that the membership system accept double data.
