Dear Borka,
There are plenty of experts in Romania, including the national bodies.
The corruption exists at very high levels of the government, the former
ministries of IT and economies were recently charged with corruption and
espionage. If a ministry is corruptible, what can one expect from a poor
expert with a low salary?  Decisions similar to Romania's will appear in
other countries with high level of corruption.
