[Chapter-delegates] Application to form a chapter in the PHILADELPHIA AREA, USA

Hi,

it is a pleasure to recognize in the Philadelphia chapter applicants' list 
people who are well known for their activity in the DNS and its 
development, as has already been mentioned in the discussion.

However I think it's also necessary to be specific about the fact that 
this is not only an experts club but the Internet Society.

Under that lens in particular, I do recognize the ISOC-aligned activity of 
people like Ram Mohan, who is active in the spread of the Internet in 
developing countries, and very specifically in the IDN issues for the 
languages of India and Suthern Asia.

May this serve as emphatic, positive support for the Philadelphia chapter, 
without excluding other distinguished members of the chapter.
