We have received an application to form a chapter of the Internet  
Society in the Philadelphia area (USA).  Their application is being  
sent to this list for peer comment and review.

As with other applications, if there are people on this list that  
know the individuals proposing to form the chapter, feedback is  
especially welcomed.

The period allowed for comments is 2 weeks and the deadline is  
Thursday 3rd May.

Chapter Application

A. Proposed name of the Chapter
The Internet Society Philadelphia Area Chapter

B. Community of Interest the Chapter will Serve
This chapter is designed to serve Philadelphia, southeastern  
Pennsylvania, parts of New Jersey, and Delaware.

C. Purpose and Scope of Chapter
The ISOC-PHILA chapter will serve the interests of our community by  
providing a means of forwarding the goals of the Internet Society in  
our region, especially in the areas of education and training,  
standards and protocols, and public policy.
While there are many "tech groups" in our community of interest, no  
existing group enables individuals and organizations to address these  
issues in the same manner as an ISOC Chapter.

The purpose of the chapter will be to focus on education,  
communication and community service, with emphasis on local  
implications.
Our proposed scope of operation includes:

1. To help educate those who live in our community about the  
importance of the Internet, the technologies that enable it, and the  
importance of participating in and helping shape this great  
internetworked capability that is rapidly changing our Society.
2. To promote the professional development and education of our  
members in areas focused on the Internet.
3. To provide a channel for members to have a collective voice  
regarding the future of the Internet.
4. To promote the goals of the Internet Society in the Philadelphia  
Area.

Our intent is to establish this chapter as a not-for-profit  
organization in Pennsylvania.

G. Additional Information
There are no competing chapters in our area-the closest chapter is in  
New York.
Philadelphia is a very tech focused city, as illustrated by the  
mayor's initiative to make Philadelphia the first "wired" city in the  
nation by establishing a public wireless network in the downtown area.

Philadelphia is home to dozens of universities, colleges, and tech  
companies that include many individuals and organizations who will be  
interested in and will benefit from the influence of the Internet  
Society's approach to internet issues.
