[Chapter-delegates] Chapter 'news' news wiki now operational

I take this opportunity to commend Anne Lord for the great work she has been doing for chapters since her arrival, not just helping out with the chapter news site but in many other endeavours with chapters.

The recent spur of chapter-related activity owes alot to Anne, and I think that as chapter delegates we are lucky to have someone like Anne to work with.
