There was a comprehensive article entitled 'Dispar acceso a la era
digital' in a San Juan, Puerto Rico newspaper on September 4th. The
newspaper did an in-depth article on Comunidad Sabana Eneas which is the
community ISOC Puerto Rico is supporting through a Project Funding
grant. We are expanding to other communities very fast. Most of this
has been possible thanks to ISOC support. The article is on the
internet, although a subscription fee would be required for viewing. It

1. Seminar on Information and Internet Technologies in the Middle East

ISOC-IL took part in the Israeli delegation that attended the fourth
joint Jordanian-Israeli economic seminar as part of “The Wittenberg
Forum for Cooperation”. The seminar was held between July 16 and 20 in
Wittenberg, Germany at the initiative of the Peres Center for Peace and
the Jordanian Amman Center for Peace and Development, and under the
auspices of the Daimler-Chrysler company.

The Jordanian-Israeli-Palestinian seminar allowed the delegation members
to get to know each other and to extend the circle of dialogue. During
the seminar several options were examined for developing the
infrastructure for both business level and public/social level
cooperations, including an initiative to establish a regional website
which would be used as a platform for young people throughout the Middle
East to exchange ideas and experiences.

The seminar took place as part of the academic activities of the Global
Ethics Center in Wittenberg, Germany and offered the parties an
opportunity to develop awareness of each other's challenges and
difficulties, to form teams and generate dialogue within the reasphere
of information and Internet technology in the Middle East, and to
promote cooperation for social and economic advancement.

2. A Blog: Senior Netizens

As part of the activities of its task force promoting Internet use among
senior citizens, ISOC-IL has established a new blog written by seniors
who take part in the ISOC-IL's activities at senior citizens' clubs and
at sheltered living centers around Israel. The blog allows the senior
netizens to share their personal networking experiences with other
users, and to help them understand the possibilities the Internet opens
for them.

"I always thought the Internet was for young people. What could an old
man like me get from a computer?" says one senior citizen blog user.
"Through the Internet I can engage in my favorite hobby stamp
collecting. I go to the collectors' sites in different countries around
the world, get a stamp catalogue from Germany, check what other
collectors have to offer, and generally check out what stamps are being
issued around the whole world. I use Messenger to stay in touch with my
daughter and grandchildren who live abroad. I can also see them with the
Internet camera, and talk to them through Messenger or Skype."

3. "Digital Life Skills" Training Courses for Women

Training courses for women in digital life skills, which make use of the
Netwise kit an "Internet surfing license" produced by ISOC-IL - are
gaining in popularity. To date around 31 courses have been held, for
about 500 women.

Marketing and operation of the project are led by special counselors
within the local (municipal) government. The Netwise "Internet surfing
license kit" includes materials for the online training of netizens who
make use of the Internet for information retrieval, communication and
online services.

The training kit is available from the ISOC-IL web site, at:
http://www.isoc.org.il/netwise (Hebrew only).

logiciel libre.

ISOC Québec <www.isoc.qc.ca>

ICANN in Québec
ISOC Québec is a founding member of the Maillons group, an informal
gathering of leaders of Québec associations involved in the Internet.
ISOC Québec is holding a meeting with ICANN representatives in Montreal
and Québec on November 23. The meeting is intended for Maillons members
and the at-large Québec Internet community. ICANN will present its
current projects and the attendees will have the opportunity to speak
out to ICANN representatives.

Internet 2020
ISOC Québec will launch on December 15, 2006 the first of a series of
conferences called "Internet 2020" that will span until 2020. Each
conference will explore one Internet-related theme through four
different lenses: culture and society, science and education,
technology, economy. The idea is to engage people in long-term thinking
so that they can define what they want the Internet to be in 2020, and
try to define what actions are required to get there. The subject of the
