IMHO ISOC could allow a 3-month period for lapsed members - along domain
name renewal rules? This would offer members more time to renew while
allowing admin personnel more time to process voluminous data with more
certainty.

Speaking from my 1993-2001 experience with a large Eastern Africa HMO
organisation. Lapsed members' complaints lessed, renewal rates increased,
and the company staff had better days. Lapsed memberships reminders later
introduced improved customer relations.
