Furthermore, interactions at regional levels 
would be more efficient and effective, provided 
they are guided by prescribed mandates. Bottom-up 
approach always gives you better result. Again, 
it should follow particular ToR. It is good sign 
that in other parts ISOC has created regional 
outlets. Consequently, leadership at regional level also counts.
