It is not bureaucracy but it is the only way to imply chapters
representatives to work together and help information to go up to
decision makers.
Until know we had seen emails from some persons to accelerate changing,
and things go slowly. Many other chapters don’t participate to this
newsletter and their voice is not heared ( problem of time, language, …
). I remember chapters meeting in Marrakech, it was very beneficial the
face-to-face contact between David, board members and chapters.
Meetings between person from the same region and speaking almost the
same language needs more bureaucracy and money but is more efficient.
