[Chapter-delegates] Request for mailing hosting

We would be happy to provide the space for the group in our BDIX 
(Bangladesh internet exchange) server. If you prefer we can arrange 
this and multiple moderator can control it. The egroups name would be 
egroups-name at bdix.net.
