Franck,
Forgive my insisting, but I still don't see how the proposed Chapter Advisory Council would improve on what active chapter-elected trustees can accomplish. As I mentioned in my 2006.09.06 answer to your request for comments, chapter reps already have lots to do. To me at least, before we create another structure, it should be clear to everybody what additional value it will bring.
The other points that were in my previous email which weren't in your recent recap are :

multilingual content (this would involve considerable expense);
*
a common graphic identity between chapters.

Personally, what I'd like to see is more advance debate with the
Chapters on policy positions by ISOC, even from the formal standpoint -
e.g., draft documents could be posted to this list for one or two weeks
for comments, that would be considered and somehow reflected in the
document before final release (the same, by the way, should happen with
individual members on the members policy list). Or perhaps this could be
a job for the advisory council you are proposing?
I do note the fact that things are getting better in this regard and
this often already happens (also, I want to thank Matthew and David for
the efforts in communicating), my point is that perhaps we could adopt
such a process in a somewhat more formal and regular way, as a
commitment by the HQ to the Chapters.
