[Chapter-delegates] Regulator zooms in on the individual internet user

For the first time, Kenya is conducting a comprehensive internet users
census.
Two professors and one engineer are overseeing the study whose findings
shall constitute the baseline users data for assessing usage trends. The
statistics are expected to be published in January 2007 by the CCK.
The "Alex" mentioned in section 2.0 of the Director General's speech, "The
paper from Alex is too general. His input is however covered under comments
and discussions below." is this Alex; pleased to have been involved and is
ready, willing, and able continue contributing to this process.

CCK Commissions Internet Study
CCK has commissioned a study on the local Internet sub-sector to establish
reasons behind the low service penetration and usage.
The study will also propose mechanisms of revamping the Internet sub-sector
and encouraging service penetration to rural areas....
....The failure of liberalization to spur growth in the sub-sector has
thrown the Commission back to the drawing board, prompting the engagement of
a consultant to carry out a comprehensive market analysis of the local
Internet sub-sector....
