[Chapter-delegates] PIR Advisory board

I just saw that the PIR (www.pir.org) is looking for people for the
advisory board, but I could not find how the PIR board itself is choosen?

I'm just getting myself familiar with all the ISOC operating procedures ;)

Also congratulations to the ISOC-Kenya chapter, from the Pacific
Islands, but I have seen our Chairman, Rajnesh Singh, has done it already ;)
