DEar all,

The procedure is the following:

after request UN recognize the country and
after that DIN (german Standardization body) 
who is the maintenance office
of ISO 3166 on behalf of ISO issues a new two
character and three character code.

It advisable the respective country(ies) to negotiate in advance
the two character code they would like to have. 

I was a holder of .yu and later during Slovenian process
for independence we negotiate with DIN about the
most appropriate code for Slovenia taking in account
the free letters after S that were on disposal among
the allocated codes.
