It is true that five years ago ISOC Romania started the process, and
that Eduard has been one of the proposers of it. The problem is that
there were originally four separate proposals, and at this point
there appear to be two. The people who manage chapter relationships
throughout that period have encouraged ISOC Romania to either narrow
the field to one, or to separate the various proposals into chapters
addressing separate groups of people. I think Dave's point has been
that it is not ISOC that has been holding matters up; as long as ISOC
has two competing chapter proposals, its position will be that the
proponents of them need to sort matters out privately between them
and propose something coherent. While ISOC Romania fails to achieve
one goal or the other, the ball is in ISOC Romania's court.
May I humbly request that instead of sending mail to chapter-
delegates alleging that ISOC is inept, you take Dave McAuley up on
his offer to sort things out privately? I believe that you will find
ISOC very interested in helping once we have a single proposal or a
set of non-competing proposals.
