[Chapter-delegates] ISOC SERBIA - new country name

Dear colleagues,

please make note that country Serbia and Montenegro (former Yugoslavia) does 
not exist anymore. Two republics have declared their independence. Flag of 
the Republic of Serbia has been raised in front of United Nations building. 
So, we are kindly asking you to update contacts to ISOC SERBIA (without 
Montenegro !)

Dear Terry, we are hoping that in the list of active chapters you will update 
the name of our country according to it's legal name: "SERBIA"
