[Chapter-delegates] Membership System is not working!!!

Dear Franck,

I have discussed this with Nelson a few months ago. I send you herewith the
comments I've received from Nelson so that you can understand how it works.
There are still some other points not solved yet in the membershipsystem.

If needed I'm available for helping chapters in this, as we have deployed our
own membershipsystem that must be synchronised with the one used in the USA.
