[Chapter-delegates] Membership system Committee

Dear chapter delegates,

This is to inform you that the outcome of the Board of Trustees meeting
- held in Utrecht (10-11 February) - was that a committee will be formed
to review the current membership system, as previously suggested.

The board has also asked me to lead that committee. I accepted and I
hope to have chapter and David's support. 

I think it makes sense to form a group with regional representation that
will discuss technical and policy issues. The group's main objective is
to prepare a status report of the system as of today, future
requirements, costs and recommendations on how to go ahead. 

Let me come back with further ideas and let's then discuss it and start
to form the group.  

I plan to put together a group and convene a first conference call some
time at the beginning of March. I will be going to Guatemala on holidays
(19-28 February) and I am not sure how is the connectivity over there.

It is in the chapter's interest that this committee succeeds its
commitment.
