[Chapter-delegates] Membership System

Ok, this raise a couple of points/priority:
1) reduce the numbers of screen to join, make it easy and make an e-mail
check mandatory at least.
2) the system must be in several languages, I should be able to read the
screen in French, Spanish, German, Portuguese. Other languages like
Hindi, Chinese, Arab, would be cool but may be unrealistic to implement
with current system. NB the chapters can translate the screens if needed.
3) an e-mail to be sent to 2 chapters officers each time someone wants
to join a chapter. Why should I check the site every week if nothing
happened?
4) options: ISOC collect the chapter fee, or it is indicated that the
chapter will contact you to collect the chapter fee of xxx in local
currency. Option to be chosen by chapters.
5) a link to the chapter website when the user has joined (here more
information).
6) membership management. Differentiation between a member that join
from a member that renews membership
7) check that the member is alive before doing an automatic renewal
(e-mails sent, etc...)
8) possibility to send test e-mails to check e-mail addresses are still
valid.
9) possibility for chapters to enter themselves their members in the
free category at least.
