[Chapter-delegates] Review of Chapter Application for Nepal.

It is great to see that ISOC Nepal has been established. Since 1999,
I have been requesting friends there to form a chapter. Glad that
Sishir Ojha and others have done it. Looking forward to a successful
future partnership.
