Yes I agree. There is a huge distinction that should be made between  
a city (or local government) making sure that there is universal  
network coverage and in effect having a single supplier. A city can  
establish a pervasive network infrastructure using wireless, fibre  
etc but the aim should be that the infrastructure is available to  
service providers.
