Although I don't want to agree with the statements made by Mr. Majewski and several others, I cannot possibly understand what kind of total ignorance of technical progress is behind the implementation of the current membership system. I've said it before: In this day and age, anything but a UCS/Unicode based new system is a totally nondefendable, to me an unthinkable choice.

I've been following ITU far too long to ever use it as an example of reasonable practices.
