[chapter-delegates] problem on the server for this mailing list

And it seems, I'm not receiving any notice of new members for PICISOC.
So ISOC servers seems to not send mail correctly either

Irwan was right to post it to the chapter delegates as in the past
computer issues with ISOC were not efficiently attended to.
