[chapter-delegates] Review of chapter application for the ISOC Cambodia chapter

On behalf of ISOC BD we welcome the application of Norbert Klein for ISOC 
KH. Personally I know him since 1999, and under his guidance I think this 
ISOC chapter will be a success story in Cambodia.
