[chapter-delegates] Internet Governance

Fred,

Two years of operations, and disbanding... Not what you call a success 
story.

It is not because it is logical that this Internet Steering Group falls 
under ISOC that it should be under ISOC. I'd like some statments from 
you and the board that you want to make it happen, then I will support 
the proposition.
