For the record, the ISTF was in fact created, and operated from 
1999-2001. From what I can determine, it produced two member briefings 
and hosted a number of discussions. Its web pages remain at 
http://istf.isoc.org/, there are a couple of mailing lists, and there 
are some other fora that the interested people use.
