Gene, it's not a big step. We've been trying to put these things on the 
table for quite a while.

I think that this form of work could be very helpful for chapters, if they 
want to be effective, and to make a difference in their countries. As for 
ISOC HQ, there are enough funds from .org (PIR), and my attempts to point 
out that there's a need to make the Geneva office work in the projects 
area... were so far without success.
Karen Banks mentioned today on the EDRI list that this requires a lot of 
work, and indeed, it does.

Not in the case with the EU. The EU has strict rules, but once you get used 
to them, it's not that difficult. I strongly recommend to all chapters that 
we start thinking in that direction.
