Very simple - lets take example from my previous mail and assume that 10 
BoTs (if there are less [e.g. 6] places, just downscale the numbers 
given below)
are to be eleected ba ALL members:

57% of members will choose 6 BoTs   (Chapter members)
11% of members will choose 1  BoT   ($75 'direct' members)
32% of members will choose 3 BoTs   (non-paying 'direct'  members)
If somebody belongs to two classes simultaneusly s/he has to decide via 
each channel he wants to vote.


You may combine it with Stefano Trumpy 'regionalisation' proposal  to 
form  a two-dimensional matrix.
If you find in US a group willing to pay $750, please first show  that 
they constitute 10%
and then you may introduce a system which allows them to vote for their 
1 BoT.
