[chapter-delegates] Results of the board discussion on membership (redux)

All our chapter members have one vote to elect our chapter board. It is 
the same for all chapters. It is even required to be a chapter that 
every member can elect the board (I think).

Why the system should be totally diffrent for ISOC ?
