[chapter-delegates] Results of the board discussion on membership

Well, then I think one may as well drop a bombshell, see what response
it elicits.

As in my opinion, the political aspects of ISOC International as
represented by its committte and Board of Trustees are diverging from
the interests of ISOC members, particularly those "at large", I
propose that:

	ISOC International should be declared to be strictly the US
	Chapter and a new umbrella body be founded to take on its
	present role.  Either the Chapters or the entire ISOC
	membership ought to be involved in the definition and
	implementation of its (new) constitution.

	Any (eligible) ISOC member may join whichever ISOC Chapter she
	desires, multiple Chapters if so wished, and be represented in
	the umbrella body by the elected representatives for
	that/those Chapters.

These are fundamental principles.  The remainder is in extremely good
hands if the discussion on this mailing list is anything to go by.
