[chapter-delegates] Results of the board discussion on membership

As an organization claiming that "the Internet is for everyone", ISOC 
has just shot themselves in the foot.

Also my gut tells me the the recent "mess" is more about ISOC wanting 
to be able to do what they want without having to go through the hassle 
and expense of asking the global Internet community.

Now they need only consult the paying members which will be (by global 
Internet community percentages) extremely unrepresentative.

To that end, mission accomplished.
