[chapter-delegates] sharing : planned system for members in Indonesia

Dear all,

An information sharing from Indonesia, we are moving to use this system.

We will divide our chapter membership as follows:

1. Registered Members
Anyone who has email and register their email and their name at our system

2. Verified Members
Any registered members who has either attended a physical meeting or sent in
a copy or scan of their valid ID card. Verified members received member card

3. Profiled Members
Any registered members who has sent in a copy or scan of their valid ID
card, and also has sent in a picture of them wearing their member card.
Another requirement is to send in a short biodata (date of birth, last
education, etc...). Profiled Members must vote in elections of chapter
officers

4. Donating Member.
Any registered member who donate money to the cause. Donating members
receive recognition by chapter and receive souvenir(s) depending on the
amount donated (we haven't really thought about what to give though).

5. Pioneer Members
Any members included in the original list of members when Indonesian Chapter
was chartered. Pioneer Members is automatically also profiled member even if
they did not send in the requirements.

We currently have professional certification programs, online study
materials, etc. We also hold seminars and workshops frequently, and plan to
assist in job placement, R&D efforts, etc. These things are not free, and
available to the public in the above class at the same price. We realize
though, that there are people who would like to be our regular, and for that
we created the 6 th member class:

6. Subscription Member
Any Profiled Member who has paid subscription fee. Subscription Member is
entitled to discounts, free entries, magazines and so on, depending on the
current list of benefits.


All member levels may inspect the books (financial report) of the chapter,
and submit ideas for further developments and enhancements

Indonesia is an archipelago nation, meaning that cultures and needs are
quite distinct between islands. Physical meeting among members staying in
different island is definitely out of the question, therefore we designed
the following system (not yet complete):

- Each island with more than 25 Profiled Members may develop sub-chapter.
- If an island is larger than what can be covered in half-day (6 hours) land
travel, then the Island may have more than one sub-chapter. The system for
division is still under discussion.
- As soon as a sub-chapter is formed, sub-chapter will receive its share for
subscription fee originating from their area, with 40 : 60 formula, and
sub-chapter can assist in the promotion and collection of subscription for a
larger share ( 60 : 40 ).
- Donation sharing between chapter and sub-chapter is still under
discussion.
- Sub chapters will have their own local officers, and one must be assigned
as member of council of representatives, working under chapter's vice
chairman. Election of these officers is by vote of local Profiled Members
only.
- For each chapter-wide policy to be passed, all Profiled member must vote
either Yes, No,  or Abstain. Failure to submit their vote will deemed their
membership inactive until they contact their representative member,
submitting the request for re-activation. This system is designed to prevent
deadlocks due to low participation level during votings.


Well, that's what we have come up with so far. I believe that this
information / idea will be usefull for both HQ and many other chapter with
similar conditions (widespread members).
