[chapter-delegates] ISOC Membership

Here are the views of the Pacific Region.

1)	ISOC has been loudly making the claim that the Internet [ISOC] is 
for Everyone. Free membership is what originally helped launch that 
campaign globally.

2)	Dividing members into *greater* members and *lesser* members is 
wrong .

3)	The amount of the fee is not important. For almost everyone in 3rd 
world countries, there would be no mechanism to pay a fee even if it 
was only ten cents.

4)	The only real reason for the average individual in a developing 
country to join ISOC is to have a voice (that means being able to vote 
on ISOC issues that effect Internet users). Without that, there is no 
reason to be associated with ISOC at all.

5)	It then follows that if the developing world has no vote, then ISOC 
will have no developing world participation or input.
