Do I understand correctly that you suggest a hierarchical structure:

1. ISOC-XY Members within each chapter choose their 'voting
representatives'; it is entirely up to the chapter, to decide who is
entitled to vote to choose a voting representative (eg. whether it is [or
it is not] related to paying some [global or local] membership fee)2. Voting representatives of chapters from each of the 5 regions elect
their representative to BoT
3. Apart for the mechanisms existing before March 1st, 2005 (eg. for
organizational members), there is no other way in which rich members,
willing to donate $75 or more, can, even theoretically, 'buy' their BoT
place(s).
