I personally find these statements, if made in sincerity, deeply disturbing.

I want to be part of an international Internet Society in which eveyone's
ideas are welcomed and valued, even if 1) their ideas are different than my
own; and 2) if they orginate from members, or chapters that are in
developing countries.

After having some great experiences with ISOC Chapters outside the U.S., I
cannot accept the exclusion of any ISOC member chapters based ability to pay
fees that we with well-developed economies believe is fair and acceptable.
In fact, we need to recognize that the value of these members ideas and
dignity exceeds the ability to assign a pricetag.

Remember the words of our founder and co-inventer of TCP/IP, Dr. Vint, Cerf:
"The Internet is for everyone."?  If this statement is not still true of the
Internet and the Internet Society, then why are we here at all?

Almost no ISOC chapter members of any developing country anywhere are
going to be able to afford a $75US annual fee on top of whatever they
are paying to their chapters right now (even if the local dues are free
as in the case of PICISOC).

Then that means they're not going to have a say, or vote, or voice in
anything ISOC does.

So it then follows that there isn't any reason to have ISOC chapters in
developing countries at all.
