[chapter-delegates] Please, no more PDF attachment !

Perhaps another complicated issue. This can also be solved partially, if 
the content can be put into a web site and let chapters to download. Many 
of them will be able to do this. Already I have downloaded it from 
www.isoc.be/HQdocs/SOP.pdf
