FW: [chapter-delegates] Draft ISOC strategic operating plan (redux)

The source of the problem was the original Word DOC file. This was found
with the help of Gene Gaines from the Washington Chapter. It was just
one of those very obscure things that happens some times.

In particular, the original Word DOC had a corrupt comment left in it
from all the editing the document had experienced prior to its
distribution. This made the conversion to PDF problematic. Even so,
individual distributions of the file still worked.

It is true that the list server then exacerbated the problem because it
did not like the minor corruption in the file.

And, just so you know, the update of the IT infrastructure that has been
mentioned here before includes an upgrade to the mailing list services.
This may or may not fix the problem we have seen here this past weekend.
