After 48h hours of work of HQ staff, 4 HQ announcments that 'this version
will surely open' all in vein, the problem has been identified by a 15 min
action of ISOC-BE (with a small help of ISOC-PL).

May be it is a time to think that some ISOC services (eg. maintaining ISOC
mail and list servers) are re-located (on basis of an open tender) to
chapters, which can provide truly professional service, not worse than
that offered by HQ.


Also one can imagine that also contracts like the 'creation of membership
system' can be sub-contracted [or outsourced] to companies outside US [I
am sure that Indian or Ukrainian software industry could produce a working
package fora fraction of the price, which GO Company got sofar] or be a
subject of project carried out by a [consortium of] chapter[s].
