[chapter-delegates] New Membership Level

We used to do this in America a century ago...  It was called a "poll 
tax" and was used to exclude the poor and minorities from voting in the 
general elections.  This concept was found to be a violation of the 
rights we people had received from "God".

ISOC is poised to become an elitist organization, and SalsaNet is not 
terribly excited about that ONE bit.  I think we, the officers of the 
various chapters, have two things on our side: the power of UNITY.  
What shall we do?
