[chapter-delegates] Hosting Request - A PROPOSAL

A question to all.

See inquiry from Carlos Vera Quintana, ISOC Equador (below).

ISOC Headquarters is asking for projects that can be funded for
chapters.

Would it be appropriate to request funds to pay for the web
hosting for a limited number of chapters?

Example:

  Small ISOC chapters do not need large resources,
  for example this should be sufficient for each account:

    - 500 MB disk space.
    - 25,000 MB monthly traffic.
    - 100 email accounts, with webmail, spam and
          virus filtering,  and 10 MB disk space each.
    - 50 email forwarding accounts.
    - Hosted on Linux system.
    - 1 MySQL database.
    - PHP support.

Can be purchased for $40/year from reliable hosting companies.

So, total cost for 10 chapters would be only US$400/year.
Or, total cost for 20 chapters would be only US$800/year.

I see this as just a small step in the right direction.

My thought would be to make available to chapters in the
most economically-disadvantaged areas, to those chapters
most in need.

Chapter selection for this support would be by consensus of
members of the chapter-delegates list, with the advice of
the ISOC Chapters Vice President and Membership Director.

Just an idea.  Good or bad?
