Seems to me it would be easier to have each local chapter do their own 
voting and then pass on the results to ISOC. Local chapters know who 
their members are. And truly, if you just tell members worldwide to 
head to the ISOC website to vote, you're going to get a very low voter 
turn out. Having local chapters handle it and pass on the results would 
insure a much higher membership representation.

Otherwise ISOC is going to be in the middle of a very complicated [and 
expensive] process.
