Most of the people in the Pacific region don't have credit 
cards....which is why our regional chapter that covers 23 countries had 
something like 15 members back in the days of "fee membership". When 
the FREE membership opened up, our membership increased to over 100 in 
the first year and is now more than 300 members.

Even if they could afford a fee, they have no way of paying it. So if 
there's ever any fee for ISOC membership, the Pacific Chapter will go 
back to it's handful of members [expats with credit cards] and that'll 
be that.
