[chapter-delegates] New Membership Level

Gene,
while I agree with you, esp. coming from a country where we will not have
probably even one such a member of ISOC, I'm still wondering how to solve
that issue with the "free" members?
The ICANN elections few years ago showed that a competition between Japan
and China for the board seat could result in a vast disastre, including
blocked servers:)
Unless chapters are allowed to somehow verify the data of the users, we're
always at risk that the members of ISOC are fantoms. Paying a fee, usually
by credit card, would be such a guarantee.
I'm reluctant about not accepting this model, as that's the only one which
will also give direct representation of users.
Of course, perhaps the old level of $ 35 / member and $ 12 / student could
have been another solution.
