[chapter-delegates] New Membership Level

I am trying to create the Costa Rica Chapter. With no fees it is difficult
to gather members, with cost it will be almost impossible!.
My plan is create the chapter and later bring some companies like Intel
Costa Rica, Microsoft Central America, Oracle Central America, Procter and
Gamble, Unilever, Sykes, etc. as members to get some incomes for ISOC.
But with this plan, my plans fall down.
