Veni,
you wouldn't vote on the creation of a ccTLD. At most, you could have
voted on the delegation or redelegation, as you know. Due diligence, which
others have already performed, would requiere that you investigate the
ISOC 3166 list closer to the source, as there could already be a
two-letter code assigned that had not made it to the process that leads to
its appearance in the ccTLD-whois list.
I hope that this email from you does not pretend to show the community
that your level of due diligence activity in a tremendously sensitive
matter as this doesn't go beyond tapping your own memory for votes. it is
left as homework for the readers to figure out that the vote you mention
is probably the vote you would have had on a matter like this in one of
the Boards you serve in, in this case the Board of Directors of ICANN.
Gladly people know from other sources that, as we have had to demosntrate
repeatedly in the WSIS and WGIG processes, ICANN treats ccTLD delegations
an redelegations with extreme seriousness.
