Dear Pierre,

In my view, the USG would be a member of the GOC, on an equal footing
with other govs. It already is currently.

It could be but this should not be a requirement.  And since some people
feel very uncomfortable with the whole UN system, maybe it is best to
bypass it altogether.  I do not see the added value of the UN within
ICANN processes. On  the other hand, there would be a real value to a
mutilateral, unbiased system with ICANN.
